The weather today was about as good as it gets. Jerry and I went to Long Reef and Mock Reef. We caught 16 trout, but none were big enough to keep.
Last evening the Sheriff came out because there was a flounder boat working right next to our bulkhead. The noise level was way up there. The sheriff used his bullhorn to tell the guy he was disturbing the peace.
Today workmen came to repair the short piers that were loose behind the 400 building.
Some workers came to talk to Chris about a bid for building a concrete deck on the south end of the pool.
Workers took out three more of the HEB posts and built a step stone path from our property to the HEB property. I guess HEB consented to give us better access. Some of the "keep out" signs were painted over.
The fierce wind on Wednesday blew the water out of the bay. There is more than an acre of exposed sand behind the 300 building.
I fished for Gafftop yesterday afternoon. After catching eleven hardheads in two hours, I gave it up.
It still seems strange that there are no oyster boats working the bay. Oystering is closed until the effects of the red tide are completely gone. Both Aransas and Copano are closed.
The old Silver Anchor, across from the boiling pot, is being remolded into a bar-b-que eatery.
Rob has completed the fence around the pool and the wood fence around the pool pump.
No work on the skirting or decks has been done this week.

Kontiki Annual Meeting 11 November 2006

These are my notes from the annual meeting. I’m sure the board will send more complete notes at a later time.

In the absence of Richy, Karra prepared the agenda, put together a budget, and chaired the meeting.

A quorum was established. Chris and Karra represented 29 votes and all others represented 15 votes for a total of 44. This was probably a new low with 18 owners not represented.

Insurance was discussed. It was noted that in most condominium associations the owner is responsible for coverage of everything that you can touch in the unit. Because our declaration requires it, our umbrella policy covers appliances, cabinets, floorings, sheetrock, wall coverings and fixtures.

A question was posed from the floor to ask if we could vote to assess for the ongoing repairs rather than accept the loan. Chris said the vote was taken in May and could not be changed and besides it was not on the agenda to do so. No money has been loaned to date. I asked if the board had accepted the terms and conditions of the loan and Karra said they had not signed off on it yet. It is to be paid off in four years.

A budget was presented. No current financial statements were made available. There was no information given as to the current assets of the association. It was noted that financial statements will be sent to owners if they make a request to Barbara Schultz at 361 729-9707. The budget shows a loan payment of $574 to begin in January and if all the money is borrowed, the payments will go to $3,504 monthly. Chris said he will serve as property manger until February. At that time the budget shows a monthly cost for management to be $800. It would have taken only $200 a month per unit to fund this budget. Last year’s budget had been set at an all time peak of $250 to build equity as well as fund the proposed budget. I moved to set the monthly assessment at $240 to accrue about $30,000 in equity. Chris said he did not support that motion and it died for lack of a second. A motion was made to set the assessment at $250 monthly and the motion passed. This should add about $37,000 to the association equity.

Major projects to be funded by the loan were listed as:

1. Repair and/or replacement of stairs and decks as needed

2. Replacement of fence around the pool

3. Replacement of exterior and security light fixtures

4. Repair and/or repaving of parking lot and entrance road

5. Replacement of dead man encasements.

No individual costs of these items were discussed.

There was a discussion of an annual audit of association funds. No action was taken.

The current board members were reelected. Joe Mitchell had volunteered to serve on the board. Joe received near unanimous support from single unit owners.

I finally got my boat out of the shop yesterday. Marv, Pack, and I went to Spaulding and Long Reef. We caught a lot of small trout and three keepers. All were caught using DOA shrimp. The water temperature was 72 degrees. Today Jerry, Pack, and I went to Ransom Island. We didn't do well on trout, but we saw some disturbed water and went to check it out. Before I could stop the boat Jerry threw a cocohoe in the water and hooked a 47 inch Jack Crevalle. It took us almost thrity minutes to get it in the boat. Kontiki Board Meeting 11-07-06

The board met for less than two hours on Tuesday morning. All board members were in attendance with the exception of Scott. Guests present beside myself were Rob Mabe, Darlene Rhodes, Ardath Bruner and her sister Joan, and Ann Killingsworth.

The board voted to reinforce the bulkhead at eight-foot intervals with the bid awarded to Kinsel Docks and Piers for a cost of $9900.

They discussed the HEB fence and no one knew exactly when it came down or the circumstances. The consensus was to take no further action. Richy would like to find out more.

A vote was made to replace the pool fence with a new wooden fence for just under $5000. New information indicates this may be changed to an aluminum fence and installed very soon, perhaps tomorrow.

Exterior lights in front of the buildings will be replaced for a cost of $46 each plus installation and bulbs. There are 97 fixtures.

Richy probed the depth of the channel on Monday and concluded no more accumulation of sand is evident, but some additional work by Moose is still in order. Moose is still said to be building a barge and will come to finish our job.

Landscape proposals were considered. Reasonable proposals were received from Jerry and Big John’s. The board asked Rob to refine the specifications of expectations for the landscaping and seek bids.

The new decks behind the 300 building were discussed. They will be modified to use a single set of stairs and the railings reinforced.

One thousand feet of new skirting has been installed.

The rotted pier posts under the buildings will be addressed soon. Rob said he looked under the 600 building and saw two in addition to the two previously identified to be in need of replacement. You may recall this was the subject of our litigation in the mid nineties. We have money left from that settlement to replace posts as they continue to rot from the inside out due to insufficient creosote treatment prior to original installation.

No items concerning the current budget or the 2007 budget were discussed. Karra will work on the 2007 budget to be presented at the owners meeting at 9 a.m. on Saturday.

The HEB barrier fence has been removed. Work continues at a frantic pace on the repairs to Kontiki. The interior work on 202 will be completed soon, I hope. They were still working in there at 3:30 a.m. on Saturday.
I caught a trout on the pier Saturday evening that was full of eggs and ready to spawn. I have read that trout will spawn year round, but I had never seen one full of eggs in November.
My boat remains in the shop. On two occasions Ben has called say it was ready, but when I tried it out it quit. Today Ben says the new power head has a melted piston and he will try to replace the piston or put on another power head.
I'll try to make the board meeting in the morning to see what is planned for the annual meeting on Saturday.
I want to welcome our newest owners, Mr. and Mrs. Randy Schulte. They closed on 308 last Friday. They live in Columbus, Texas.
Barbara and Jim came by this afternoon they are back from the mountains. They will be at Heron's Roost for the winter.

Oyster season began today. It was unusual to see no oyster boats out in our bay. Aransas and Copano have been closed for oysters until further notice due to the red tide.
The board meeting scheduled for last Saturday has been postponed until November 7th at 9 a.m.
Work continues on the bayside decks and railings. Work has started on replacing the skirting around the buildings.
Ben, at the Boat Shop, has replaced the powerhead on my boat, but it didn't work well when we tried it out. He says it will be ready tomorrow.
Jerry and I went out in his boat on Sunday. We had only one keeper trout, but it was 20 inches.
